There are actually three 'levels' of Holy Orders: Deacons, Priests, and Bishops.
Bishops have the fullness of the priesthood: that is, they share fully in the ordination Christ bestowed on the Apostles. They pastor a local church (or Diocese) made up of many smaller congregations or parishes, and have the authority not only to offer the Holy Sacrifice of the Mass, baptize, absolve sins, confirm, anoint, and bless but also to ordain new priests and bishops and in love guide those Christians in their care toward truth and holiness.
Priests share in their local Bishop's work, and from him have authority to say Mass, hear confessions, baptize, and bless. They sometimes are also given permission to confirm, and usually are the Church's witnesses at weddings.
Deacons were originally ministers of service, helping to distribute food to the poor in a diocese and visit the sick. This work continues today. Deacons also assist the priest at Mass, often proclaiming the Gospel and preparing the gifts for consecration. Deacons have the power to bless, and may baptize and witness marriages as well. Some deacons are soon ordained priests while others--Permanent Deacons--remain deacons.
