Tradition states that Hebrew was in general use (Rashi commentary, Genesis 11:1) as the lingua franca, and the various family-clans each also had their own distinct language (Torah-Temimah commentary, Genesis ch.11). See also:

The Bible does not say, presumably on the basis that its intended readers would assume that Hebrew was the language everyone spoke. There is no extra-biblical evidence, because there never was a great flood as portrayed in the Bible.
