Under the old covenant the God's Spirit only moved on certain people at certain times. But one prophet "And it shall come to pass afterward, that I will pour out my spirit upon all flesh; and your sons and your daughters shall prophesy, your old men shall dream dreams, your young men shall see visions" Joel 2:28.

Jesus encouraged his disciples to wait for the power of the Holy Spirit to come upon them before they went out to tell the world about his resurrection. When the the Holy Spirit finally came, it was during the Jewish feast of Pentecost (50 days after passover - where the term "pentecostal" comes from). The Holy Spirit came upon the followers of Jesus while they were praying. The Spirit enabled them to speak in different languages, declaring the "praises of God" to the pilgrims who had come to Jerusalem from foreign lands. When explaining what was going on, Peter states that "This is that spoken by the prophet Joel" and finishes his explanation by stating that "The promise (of the Holy Spirit) is for you and your children and for all who are far off-for all whom the Lord our God will call."Acts 2:39

While spiritual revivals have occurred throughout Christian history, the modern day Pentecostal movement began at the turn of the 20th century. At the time the standard belief taught in most Christian churches was that God had ceased empowering his followers as he did in the days of the apostles. The pioneers of the Pentecostal movement spread the belief that the promise of the scriptures was that the power of God's Holy Spirit was promised to all believers in every age.

So in Pentecostalism, the Holy Spirit is the empowering presence of God in the believer that enables them to testify to the resurrection of Jesus not only in words but also through manifestations of the Spirit's power.
