yes, if not wild caught. Wild caught snakes are more prone to diseases, parasites, and are very difficult to tame. Catching wild snakes also puts pressure on the natural populations. It is better to purchase a captive bred garter snake from a pet store or local breeder. They are very easy to find no matter where u live.

Assuming you mean a Grey-banded King snake - they make pretty good 'pets'. They have a good temperament and don't mind being handled (so long a you don't 'overdo' it). Remember though - no reptiles truly become 'pets' (as a dog would) - reptiles will always retain their 'wild' streak.

How much room do you have? How much money do you have? No lizard will act like a puppy, but most are cool to keep. Iguanas are popular and easy to care for, but they get big. Geckoes are cool but they get out if you're not careful. Talk to a pet store and see what will work for you as far as easy to care for and size - some lizards get large.
It depends on what you think is fun. You cannot take a snake out and "play" with it, they are not like that. You can hold them, but not more than once or twice a day or they will get stressed. Some species cannot be handled for more than a few minutes every few weeks. If you want a fun pet get a dog or a cat.
