Presuming you are refering to Hydrophis melanosoma as the black headed sea snake. The venom injected into mice (remember that we are humans) then the Brown Snake would be more venomous due to the subcutanious LD50 count. But there are so many factors that influence the bite, region, depth, activity etc etc so you cannot really say one is worse than the other. And its all subjective to the snake and the victim at the time, factors such as last bite and nutrition will effect the venom potancy to a small extent.
