The shell is a turtle's armor to protect it from attacks by predators. It needs such protection because unlike many other prey animals, turtles are too slow to try to run away from a predator. A turtle has armor on both top and bottom, incase the predator flips him over.

Why turtles have claws?

A turtles claws arenormally in the back because they dig with there back legs and it is easier for them to dig with there back legs, like a dog. I have a turtle myself and have seen it use its claws before they are more like toes or fingers than claws. I could be mistaken because these are just my observations.
