Many organisms require a particular range of temperature and amount of rainfall to live and reproduce. So weather can be different from a sea turtle and a tortoise beacuase tortioses like and live in heat whereas the sea turtle lives in the cool water.

Tortioses do move yes, but it isn't in a concious manner. Then often twitch as humans to in their sleep but no movement is actually being made by the toriose voluntarily. There has been known cases where the hibernating tortoise has 'sleep walked', where a tortoise stumbled around even though it was hibernating. Also, they frequently relaz and tense their muscles during hibernation to get a higher comfort level.
you should not put them together because tortioses live on land with little water. eastern painted turtles love water and spend most of their time in water. what i would do is get two different tanks to put them in. by the way eastern painted turtles are omnivores and hermann's tortoises are herbivores. the two wouldn't work together.
