it is actually an Italian dish. i would guess that it is northern Italian since it normally uses butter, which is typical of parts of Italy that are closer to France whereas the central and southern parts are known for using only olive oil in cooking. but more than likely this sauce was created by Italian American immigrants like most popular Italian cuisine these days, not a classic regional dish.
