Don't know what idiot wrote that but it's typical on the internet. In the 80s especially folks would see graf that said "Kiss RULES" or "OZZY RULEZ" this was life back then. Don't believe idiots from long ago. But yes "RULEZ" grew from back in those days when a young guy loved Floyd, Bowie, Kiss or Rush "Rulez". Did not grow up where they would say "Rick James RULEZ" on some random wall but wish I did. No one would spray negative sht like this dumb bs comment I had to respond to today. FALSE MEDIA

"RULEZ" as an antonym of "SUCKZ" (both colloquial deformations of original words "RULES" and "SUCKS").

The word can be used to express great admiration or praise towards something or someone:

"Girls rulez!"

"Internet rulez!"

Equivalence: "... is (or are) the BEST"

The use of the final "Z" might have been originated in the "WAREZ" communities (WAREZ for "WARES", usually cracked or hacked Softwares) and thus indicate some sort of appartenance to a particular group.

The funny thing about this is that I was looking for the definition and ended up writing one myself :) (neurons RULEZ!)
