They get their stock either directly from the designer or from another store (Macy's, Bloomingdales, etc.), usually because of an excess of the goods or an overstock. They carry a wide range of designers (For juniors I often see American Eagle, Free People, and Lucky Brand Jeans. For adults, there are designers from Dolce and Gabbana to Liz Clairborne to department store brands) in select sizes and with no online services. The only thing is the labels are sometimes crossed out in a deal with the designers to not advertise their names for the benefit of the store. I highly recommend it, you can find great stuff there.
