To report an eBay seller who you have bought something from, you have to open a dispute.
1) at the top on the far right side, there is a tab that says 'help'. Click on that
2) Once you've done that, another page will come up. The first section is 'bidding and buying'
3) Click on 'resolving buying problems'
4) On the 3rd section down, there is a question entitled 'I never received my item or the item wasn't what I was expecting'
5) When it opens, click on 'resolve the issue'
6) Click on the resolution centre
7) Click on 'I haven't received it yet' and then continue
8) Go from there
