No it is not a scam. There are users who break the rules and don't like it when they get banned. The rules are very stringent on this site, and rightly so.
In theory, you are signing up with them, getting 250 points at once - which at a penny a point is worth $2.50, but only where they say you can shop. You get those points as soon as you sign up.

I disagree. While it may be considered legit if you follow their rules, the rules are so restricting(and random)that earning a fair amount of points is extremely time consuming.
