Col. BP at the time of his vision, used young men for great responsibility during the siege of Mafeking in South Africa. He saw that these teens were reliable and eager to learn, no matter what economic status or education they processed. Upon returning England, young men were not challenged, in the promoted and knighted "Lord" BP's mind. Boys wanted to learn more about scouting, tracking, spying and other tactics. BP founded the scouting movement with this vision in mind.

The founder of Girl Guides is Agnes Baden-Powell, the elder sister of the founder of Boy Scouts, Lord Robert Baden-Powell. When Boy Scouts really caught on and girls showed interest in joining, Robert asked Agnes to start a Scout-like program for girls.
Lord Robert Baden-Powell created the scouts and his sister Agnes Baden-Powell was in charge of Girl Guides.

At the time when Boy Scouts and Scouting were getting their start from Robert Baden-Powell, girls became interested in what the boys were doing and said they wanted to be Boy Scouts. Robert Baden-Powell thought that girls should have their own organization, so he asked his sister to help start Girl Guides. The organization is known as Girl Guides in some places and Girl Scouts in others.
The Boy Scouts were formed by Lord Baden-Powell.
