Charity used to be almost exclusively sponsored by religious organizations. Government began to take over in the 1930's changing the term from charity to welfare and income redistribution, thinking it could do a better job but it hasn't. Today with government having taken over much of the charity (welfare) business because it has the power to take and borrow and print the money to do so religious charities which operate on voluntary contributions can't compete but it does its best to bridge gaps in the government systems and to supplement what the government cannot or will not do.
