In China, land is categorized as agricultural land, construction land or unused land for different uses from the use purpose of standpoint. There are legal implications to differentiate the agricultural land from construction land. Under Chinese law, unless a piece of agricultural land is approved to be converted to construction land by the government at provincial level or above, it is not permitted to be used to construct any buildings.
