HIPAA specifically protects a non-custodial parent's right to COMPLETE access to all medical records, absent a court order or state law indicating otherwise. Most states also have laws also protecting this right. Under HIPAA, you are entitled to COMPLETE access - not just the parts the other parent or the medical provider wants you to see.
