if by "be a lesbian" you mean one female being sexualy aroused by and emotionally attracted to another female, then of course a nine year old can be a lesbien, if she has the capacity for arousal at nine, and this arousal is inspired by other women then....the answer is yes

i would think an 11 year old would be a bit confused and not really know if she is a lesbian or not.

On the other hand some 11 year olds have a very clear understanding of their sexuality. There are many instances of older lesbians and gays who have said "I knew I was homosexual when I was ten." Or many other young ages.

The question asks "Should an 11 year old be lesbian?". You should if that's what you are. It's not about choice. It's about understanding yourself and accepting whatever it is you are.
