then it depends.
If that person is doing "HRT" (hormone therapy) and its been over 6 months, they are now sterile due to the hormones of estrogen blocking more Testosterone then it was before they started.
Later on in years if a trans women keeps taking hormones they can also not be able to ejaculate any sperm what so ever from there penis's.
That or some under go a surgery called :orchi, witch is removing of the testies and keeping the remaining male genitalia.
The bottom line is, if they have been on hormones for a short period of time, it is possible, but if it has been more then a year and they still continue constant hormone treatment, then no, their sperm is no longer able to get people pregnant, or heck, not even produced any longer.
