The US Government policy is that the Native Americans receive special awards, benefits, financing and other types of aid to compensate for other factors that reduce educational opportunities for them. Reports by the B.I.A. (Bureau of Indian Affairs) show that these policies are, overall, less than effective.
The other side of the coin, from an American Indian point of view, is that these polices are strife with corruption (corrupt people, and policy applications) that make them wholly useless to aid in educational benefit except to a very select few (maybe 1 in 1,000).

No, this sounds like another internet myth. There is no evidence that he would do such a thing, nor has he ever said it. He has proposed some policies for improving educational opportunities for native Americans, but has not promised to give any land to them. It is also true that today's congress would never approve any president giving land away to anyone.
