It depends on how the hydrogen is obtained. If conventional power plants are used to hydrolize the water, that cars must take on the carbon footprint of the power sources (coal, oil, gas, nuclear, solar, hydro) This could be quite significant. Then there is the manufacturing of a distribution and fuelling network, the manufacture of the car etc.
