Now to answer your question the song refers to morally disabled people; people who are incapable of loving or having human feelings. It refers to nothing of handicap people in the physical sense.

The band was even sued in 2006 because people misinterpreted the song wrongly. However, the law suit was dropped after things were cleared up and it was evident the people that were suing the band was only after money.
