However there is no repository to transport them to, so what was designed for temporary use becomes permanent and when it fills the reactor will be forced to be permanently shut down prematurely.

It's not a good policy, but that is what is happening. A solution for the wastes is to bury them somewhere safe, but this always meets great public opposition. The public don't realise I suppose that it is much more dangerous stored on the power station sites than it would be buried in a remote place underground.
