Then get the courage to flirt or ask out a guy you like and go on casual dates to dinner, a movie, the park or to the beach or something

There's no one saying you can't. Base it on how you feel. No one on the internet will be able to tell you how you feel. I feel as though whoever wrote that is partially wrong and right. Many people would disagree but I think that yes you should because they are not the ones that can tell you as a person who to date and who not to date.
