There are a few ways to do that:
Option 1 involves a backyard smoker you can remove the tire from the vehicle and put it under low heat with your wood chips, but I don't recommend it unless for some reason you or someone you know actually eats tires.
Option 2 you can remove the tire from the vehicle and finely grind it up and put it in a pipe or rolling paper and smoke it that way, however I strongly advise against this unless you are trying to kill yourself.
Option 3 is actually not to "Smoke your Tires", but to make them start smoking by spinning them on pavement or concrete. This can be achieved a few different ways:
Way 1 is to build or get a vehicle with enough power that where you step on the throttle hard enough, it causes the tires to break traction during acceleration and generate enough heat from the friction to cause the tired to start smoking.
Way 2 is to use a rear-wheel drive vehicle and do what is called a "Brake Stand" where you pump the brakes several times and hold them down part way to cause the front brakes to lock up and leave enough pressure off of the rear wheels to still allow them to spin and apply power to the rear wheels by giving the vehicle throttle while in gear with the breaks still applied. It will cause the wheel to break traction and spin on the pavement producing smoke.
Way 3 involves a front wheel drive vehicle, Instead of using the breaks in the manner mentioned above as it will not work with a front wheel drive vehicle, you instead set the Emergency brake to lock up the rear wheels which will help hold the car back to allow for the front tires to break traction when you apply throttle to the engine.
Way 4 is to do what is called "Dumping your Clutch" or "Dumping your Converter" depending on whether or not you are running a manual or automatic transmission. With the manual transmission, you depress your clutch pedal put the vehicle in gear, throttle up your engine until its RPM is maxed out and simply let loose of your clutch as fast as you can, or with the automatic transmission, you put the transmission in neutral, throttle up your engine until the RPM is maxed out and drop the transmission into "Drive" with the engine still throttled up.
You can also use any combination of Way 1, 2, 3, and/or 4 to make your tires smoke. Just don't use way 2 on a front wheel drive or way 3 on a rear wheel drive as it WILL NOT work!
Note that some cars may be too underpowered to spin the tires enough to produce smoke, no matter how much you try. Otherwise if you are using something like a stock 3cyl Geo Metro for example, give up now!!! It just wont work!
