The same way anyone asks anyone else out. You just do it. Be clever, funny, stupid, direct, whatever works for you or what you think might work with a given person. Do you have any relationship with him currently ? Co worker, classmate, church, gym, something in common or just hitting on a stranger. Something along the lines of, I think I would like to know you better, do you want to do something. You can be as specific as you want on what to do. Some guys like it when you are direct and forward. The worst he can say is No and that hasn't killed anyone yet.

Well the person you're asking out has to be gay or bisexual and you would ask them out normally get them alone so they don't feel pressure from people around them and then be like "Will you go out with me" and they'll say their answer.
