Stop giving them the millions in aid we give them every year. Wait for enough people to die, so they get to the point where the land can support them once more. Africa is overpopulated, and giving people the resources to have more children is only making it worse.

The root of the problem is that there are too many people on Earth. The first thing to do is to persuade people to have just one child between them. This will slowly reduce the population size to a point where there are enough jobs for everyone. Nothing else will actually solve the problem.
