Noise pollution is using/doing anything that produces noise above a certain decibel range, which disturbs others. This level is usually set by the local government and can attract tickets from the cops.

The term is usually used to bring attention to people with high volume car stereos - Little Johnny, down the street, bought himself a $2000 car, then decided to put another $1500 into his car stereo and let his neighbors hear all about it. Now Mrs. Jackson, up the street, is calling the cops complaining about noise pollution.

Or people operating machines/equipment during normal quiet hours - how about your neighbor that thinks that it's a good idea to get an early start on that backyard project this weekend? Now you've got some dude outside at 6 AM on Saturday/Sunday morning operating chain and table saws, cutting down trees and building decks.
