Theres a short in the circuit board that controls the Fan go to a Chevy dealer and have them replace it
try checking the resistor it is most likely burnt out letting the control only work on the higher settings

the lower control arms on a 1998 Malibu , are as follows the control arms to frame (front bushing) 45 ftlbs and (rear bushing) is 74 ftlbs....this is strait from gm service
It is a button with a graphic of a rectangle with 3 squiggly vertical lines that cross the bottom line of that rectangle. It is located in the center section of the climate control area, which is below the radio, between the fan speed knob abd the diverter knob. If you have automatic climate control, it is above and to the right of the digital display. If you do not have automatic climte control, it is below and to the right of the temperature knob.

Assuming you're talking about the blower motor, because the blower motor resistor is faulty, and needs to be replaced. On the high setting, it doesn't go through the resistor - on the other settings, it does.
