Basically, the same way you start a straight relationship: you get to know the guy, what he likes to do, what he's interested in, what the two of you have in common. And you hope he's trying to find out the same things about you!
If you're both interested in movies, for example, ask him if he wants to go see a movie with you. (Be specific about what movie and when. Nobody likes to commit to something without knowing the details.) If you have a class together, see if you can work together on a project or assignment.
Finally, if he doesn't seem interested, don't push it. He might change his mind down the road!

the idea that one member of a gay relationship is "the girl" is a myth. No one is the girl in a gay relationship. That's like asking which chop stick is the fork.
If the guy is sincere about liking the girl then its fine...but if he already knows that its going to end at the end of the year? Then he is just in it for a fling and a fling is nothing more than a f*ck buddy. And honestly? A sophmore girl is just starting to get comfortable in highschool and it's not fair to her to be in a relationship with someone who is just a passer-by when she could be else where experiencing highschool. So first you need to decide if its possible to continue the relationship after highschool...if it is then go for it...if its not...then the guy shouldn't be selfish...stick with the friendship instead. ;]
