A drilling rig drills a hole into the earth and it is called a "well". Once the hole is drilled down to the formation which contains the oil, a casing is installed. The casing is basically a tight fitting set of pipes that go all the way from the surface of the well and right down to the bottom. The casing and formation is fractured (basically holes are shot through the casing and into the formation) which allows the oil to flow into the well. Depending on the conditions, a type of pump will be selected and installed down to where the oil is flowing into the well and is pumped to the surface via the tubing that is connected to the pump.

Oil is often located in seas at oil refinerys but mostly in the Middle East deep in the ground, so they have to drill it out and take a bunch of chemicals out. Most places where you find oil was once an Ocean or a Sea where the water would do something(I don't remember) to mix together chemicals and sink in the ground, so that's why it's been their for a long long time. I really don't know how people figured that out but they did and that's where oil is often located.
