For the most part the forecasts are pretty accurate. No one pays attention when an average day is called correctly. Even if the forecast is off by a degree or two or its only partly cloudy instead of mostly cloudy no one really cares. What happens with severe weather is a different story. If the potential for something to occur is present it has to be reported even if its only a slight chance. Hate to say it but I would rather prepare for an event that does not happen than be caught off guard. My understanding is that if you are looking for 30+ days out, forecasts are based on history and a few observed variables. If forecasts are more than a few weeks, general weather patterns are seen and storms can be tracked. Sooner than this, and each day closer to the forecast day increases the likely hood that the forecast will match the actual weather. Just remember its only a degree difference between snow and rain and 32 or 33 is tough to predict with all the other variables that need to be looked at.
