Being on welfare by itself does not prevent you from claiming your children as dependents. You still have to meet all of the usual tests for claiming a child such as the child provided less than half of his/her own support.

Since welfare is not taxable, unless you had some other type of income during the same year, it is unlikely that this will do you a lot of good.
