No. RuPaul is a drag queen. A gay male who dresses as a female and does this to satirize or make commentary on society. A drag queen does not believe or feel they are in the wrong body. Most drag queens are very happy being males who dress up as females. Very often, not always, most drag queens are very flamboyant and exhibit the 'flaming' stereotype of homosexual males.

To be trangendered, you must have a belief that in some way shape or form, you do not match with contemporary societies designation of sex as binary - you are one or the other. Most transgendered persons want to exhibit the behaviors and mannerisms of the 'opposite' sex. Some even want to have their physically body changed to match the sex they are in their head.
