It's not racist, you couldn't get taken to court for it as it would just be seen as stating the obvious or bullying in some cases. Its just like calling a ginger person ginger or a tanned person orange. Some coloured people don't like the term 'black' the prefer African american or Jamaican etc.. Its only racist if you say you don't think that them being black is okay.

If you're addressing a person by black as if it's their name, just because of their skin color, then yes, it's racist. But if you are stating the color of the individual, then it's less likely seen as offensive by many, but some still would rather not be called that.

If someone would rather not be called by a color and would rather their name or a formal/informal title, it's best to go with that than using anything you are unsure about.

It depends on who is saying it, what their intent is , and how it's perceived by the listener. Black is Negro [with a short E sound ] in Spanish. Anthroplogists and the World Health Organization still break humans into 3 major categorizations , Negroid, Caucasoid , and Mongoloid, tho these classifications are mostly characteristics of skull shapes and other physical attributes that have less to do with skin color.If you are speaking to or about a person of color, just ask them what their preferred terminology is for themselves.

In saying this question, you are obviously racist yourself. But yes, being racist is judging people by their race/origin. So if a black person is discriminating against someone not in the same race as their own, then yes, it is alright to call a black person racist.
