Community is an ideal, perhaps in the sense of a Platonic Form. It is something, a goal, toward which you may strive but never actually reach. Elements of community are very real and possible. People can coexist, can accept each other. They can; but, the reality is that they rarely do. This is the serpent in the garden of human behavior. We are all each capable of behaving in cooperative ways, but we are equally as likely to behave in egotistical, selfish ways. Until that tendency can be rooted out, the idealistic form of community will never be possible.
