Not really. A utopian state is simply a world where everything works in harmony and it really doesn't have to relate to the public school or the private school system. Making all schools private doesn't make society "more perfect".
Robert Owen was a utopian who supported what idea that work should be shared and that property should be owned in common. Owen was one of the founders of the utopian socialism movement.
Utopian literature works are written to support the idea of a utopia. Most Fairy Tales (think Disney) have Utopian endings, where everything is happier ever after.

No, church schools are private and taxpayer money can't be given to support a private school. To get around this many states have tried to pass school law allowing vouchers. Originally vouchers came about to address the passage of the Brown v Topeka Schools in the Supreme Court. The ruling made discrimination in education illegal and all white schools had to intergrate. Vouchers were to be given so white only schools could continue without the enrollment of African American children. This would include church schools to use the voucher issued by the state with taxpayer money. The idea of vouchers keeps coming up to use taxpayer money to pay to private church schools so considering the current political system it is possible that in the near future vouchers will be used and the fine line between private and public schools will be blurred, so it is conceivable that taxpayer dollars will be used for private religious schools education.
It didn't stop it. The Supreme Court ruling in 1954 of Brown v School board stopped it. They ruled that separate was not equal and all children were to receive the same education. Some southern schools tried to introduce the idea of vouchers to stop the intergration of schools ( this is where the idea of vouchers came from) because they knew that African American parents wouldn't be able to get the voucher thus making some schools private using public tax dollars. This has since been changed into a " school choice " movement, but essentially the idea was/is to stop the intergration of public schools.
