It could be. I'll give you an example; Let's say you wanted to rent an apartment and called an apartment manager after reading an ad for a apartment for rent. You call and talk to the manager and he/she seems ready to rent to you until they ask you what race you are. As soon as they find out you are a race they don't like they tell you that they made a mistake and the apartment is all ready rented. This is illegal. This could also happen for a job and either way it is discrimination. Just asking someone in itself is not against the law, but the intent behind asking maybe against the law.
