No, it is not fair to blame all white people for slavery. Strictly speaking, black people had been enslaving black people too in connection with wars and such even before white men arrived. The scale of the slavery pretty much exploded though when white people arrived and had such nice goods to trade for slaves with them. Then of course white people caught a fair number of slaves on their own too. And not to forget that white people weren't above enslaving white people too a few centuries earlier. The main reason I suppose was the idea that a cheap work force was attractive, and with an accepting attitude from society in general and no international laws to stop it ther was no reason not to and plenty of reasons($$$) to do so.
