Rational acts are trade embargoes, ceasing humanitarian assistance, ceasing trade relations. Terrorism is an act conceived by those who don't have the will to do it themselves, generallyconceived by so called "leaders" who prey on the weak minded to carry out violent acts against innocent individuals for the sake of a "cause". Lacking the ability to negotiate with other civilized leaders in the peaceful pursuit of a high quality of life for the public they claim to represent. We would have a lot less terrorism in the world if these so called "Leaders" committed the acts themselves, but being irrational, it's always better to get someone else to do your dirty work for the cause.
