If you are talking about having their children do chores around the house and such, then no. One of the primary reasons for assigning chores around the house is to teach their children resposibility. Without the basic education around the home the children would not grow up to be productive members of society. For those parents who view their children as free labor so that they can live easily, then yes. The parents first and foremost responsibility is the care and wellfare of the child, and by using the child as free labor is only producing a person who will only be a burden on society.
If you are speaking of true slavery then I guess it depends on where the culture where the parents were raised. In many cultures in the world slavery is not only tolerated, but and integral part of their culture. The buying and selling of children is how many families not only maintain their livelihood, but occasionally to thrive. While many cultures see this as abhorent, it is a matter of perspective.
