I have never experienced women in Qatar (foreign or local) being discriminated against. Women in Qatar have equal rights to men. Foreign women definitely do not have any problems so long as they have a shirt that covers their shoulders and a skirt/shorts/pants that come to the knee at least and aren't extremely tight. The shirt should not show too much clevage. Local women choose to wear abayas simply because of traditions and personal beliefs.
