In the ozone layer, UV-C or more energetic radiation arrives from the Sun, and shatters and oxygen molecule into two oxygen atoms. Eventually some of those oxygen atoms (very high energy state) combine with oxygen molecules to form ozone (a higher energy state than oxygen, but lower than being separate).
In smog, the high temperatures and free radical rich environment of the combustion process, leaves an oxygen atom stuck to a nitrogen-contain molecule. Then violet or more energetic light, some unburned fuel, and an oxygen molecule, end up making some ozone.
