if you are talking about pollutants such as sulphur dioxide which combine with water to form acid rain, then what happens is sulphur dioxide is released from car engines, factories and so on then travels into the upper troposhpere where water vapour is found in the form of clouds.

the sulphur dioxide dissolves into the water molecules causing the water to become acidic. nitrogen oxides also do the same.

chemically, when something dissolves, the molecule in question has become surrounded by water molecules. the molecule has to have a slight charge (known as a dipole) due to the molecule being made up of elements which have very different electronegativites (the amount that the elements pulls electrons towards it) so one end of the molecule will pull the electrons towards it causing the molecule to have an unequal balance of electrons, therefore a slight charge.

H2O molecules have a permenent dipole, so a positive charge at one end of the molecule and a negative charge at the other, so when another molecule that is also a diopole comes along, if it is a positively charged molecule the negative part of water molecules will surroud it. If the molecule is negative, the positive part of water molecules will all surround the molecule. In water the 2 hydrogens are slightly positively charged and the oxygen is slightly negatively charged.

London, and most major cities in Britain, were noted for their dense smogs, that at times were so thick as to appear yellow (remembered from my childhood in Liverpool). Due to the Clean Air Act, and smokeless zones, smog is a thing of the past. Any pollution, nowadays, is mainly from the exhaust of vehicles.
