I suppose it might depend on the way it was said, though. A lot of times tone and context means a lot when speaking. Removing the allegation of it being a racist comment, there might be reason for punishment, though. For example, if I said to Jose, "You are a Mexican, aren't you?" it's just asking about his nationality. However, if I said to Mikey, "You're a slimey no-good poor white boy who will never amount to anything," it is insulting and serves to put Mikey down. The second comment certainly deserves punishment, or at the very least an adult explaining why it was wrong to say such a mean and cruel thing to another human being, and the boy making an apology for the comment, whether racist or not.So, racist comment or not, punishment would depend a lot on the context in which the Indian boy was called an Indian.
