Neglect happens when a parent/guardian does not acknowledge the child and/or the guardian is passive and is not fit to be parenting a young child. In many situations, the parent-child role may be switched. Neglect may include the failure to provide sufficient supervision, nourishment, or medical care, or the failure to fulfill other needs for which the victim is helpless to provide for himself or herself.

Basically, neglect is lack of care.
