This depends on the individual. Who you are is more important than what you have or don't have below. That has a greater bearing on who you are than your genitals.

If you are asking whether to transition or not, only you can know that. Please do not get caught up in the competition trap that sometimes pervades the alternative gender communities. Some of the ones who don't truly feel like the other gender inside will start to transition anyway. Then when they come in contact with actual transsexual persons, they feel threatened and feel a need to prove themselves as the other sex when they are not. So transgendered persons end up wrongly with surgery for transsexuals, all because of ego issues and/or peer pressure.
