The Prophet (SAW) has said: "He who amongst you sees something evil should modify it with the help of his hand; and if he does not have enough strength to do it then he should do it with is tongue, and if he doesn't have enough strength to do it then he should (abhor it) from his heart and that is the least of faith."
To curb a behavior means to reduce or stop it. So to curb bullying means to stop it. Of course, just telling someone to curb bullying is not enough. You also have to show them the humanity of their victims, and help them deal with what is causing them to want to bully in the first place.
