Sometimes it is the person themselves, like if they are very difficult to live with, maybe due to violence or addiction, and are kicked out of their home. Sometimes it may be because of unemployment and people losing their income and no longer being able to afford to live in their house. Sometimes they may be evicted or have their home repossessed. Sometimes it could be when someone moves to a new country and are unable to secure a job and home for themselves. Sometimes it could be due to their health. Sometimes it is that they government don't have enough homes and support for those that need them. So there are these and many other reasons and different people to blame.
