Because people are not permitted to legally carry guns everywhere. If everyone had a gun, would you go shooting people? NO, you'd get shot! Shootings mostly occur at schools, colleges, courthouses, all the places the most crazy people are at and non crazy people can't carry guns.

Since you don't specify which shootings in America you are referring to, it's not possible to determine if there is a US/UK fanfic about them. On the other hand, there are fanfics about so many things it is likely that someone, somewhere, has written a fanfic about the shootings you have in mind.
