That would mainly depend on how much garbage you threw out. For example if you were to throw a candy wrapper on the ground, it wouldn't be the cause for Global Warming, but if you threw a truckload of them on the ground, then it would be much more harmful. I highly doubt that if any single person were to throw a piece of trash on the ground it would cause a lot of pollution, but keep in mind that other people are doing that too and when lots of people do it, then it becomes a problem.
Street cleaner? They really didn't have clean streets then. In fact, they were muddy, full of animal and human waste, and anything else that fell on it. People would open their windows and throw the garbage out onto the street. If they were on a upper floor it fell on heads of people walking down the street. It was a pretty stinky time and frankly people had more to do to stay alive than worry about a clean street.
